المخاطر والتهديدات تتزايد في العالم من حيث النطاق والمعدل والتأثير، ولکن مدن العالم ليست على إستعداد کافي لمواجهة المخاطر وسرعة التعافي منها ، وظهر مصطلح مرونة المدن ,ومؤشراتها حديثا لبناء المرونة الحضرية للمدن على مستوى العالم لمواجهة هذه التحديات. سعى البحث إلى عرض المفاهيم المتعلقة بمرونة المدن، وتوضيح دور المؤشرات في التخطيط الإستراتيجي لمرونة المدن، وکذلک شرح وتحليل تجربة الأيزو 37120 في جودة الخدمات ونوعية الحياة ، والفوائد التي تعود على المدن من إستخدام مؤشرات الأيزو، وشرح نظام تعزيز قدرة المدن على المرونة ودراسة العلاقة بين مؤشرات الأيزو وإطار تعزيز قدرة المدن على المرونة، ومدى إرتباطها بها في قياس أهدافها . إتخذ البحث منهجية لتحقيق الأهداف من خلال مراجعة الأدبيات والنظريات التي تتناول المؤشرات وعلاقتها بالتخطيط الإستراتيجي لمرونة المدن، ودراسة وتحليل أمثلة لنماذج المؤشرات ثم إستنباط أهمية المؤشرات وعلاقتها بتخطيط المدن المرنة. خلص البحث إلى أهمية المؤشرات کأدوات رصد وتحليل للوضع الراهن وکأداة تحقيق المستهدفات ووضع مبادرات التطوير وکذلک کأدوات متابعة وتقويم لکيفية تحقيق الأهداف، کما أظهر البحث العلاقة بين مؤشرات الأيزو وأهميتها في تغطية کثير من أهداف مرونة المدن. Resilient cities became one of the modern movements worldwide for its importance in protecting cities from hazards. In addition to its direct connection to sustainability and quality of life. This research aimed to present concepts of city resilience, clarification of the role of indicators in strategic planning of city resilience, as well as explaining and analysing the ISO 37120 experience in the quality of services and quality of life. Explaining the benefits to cities from the use of ISO indicators, and the system of enhancing the resilience of cities is elaborated. The study of the relationship between ISO indicators and the framework of strengthening the ability of cities to be flexible, and the extent to which they relate to them in measuring their objectives is clarified. In addition, they may be used as a tool to achieve targets and development initiatives as well as follow-up tools. Evaluating how to achieve the goals, and the relationship between ISO indicators and their importance in covering many of the objectives of city resilience is also elaborated . The research concluded with highlighting the importance of indicators as a tool of monitoring and analysing the current situation of cities.
