تناول البحث بالدراسة والتحليل أهمية صناعة السياحة فى مصر والعالم، کما تعرض لعائداته الإقتصادية وتأثيرها على الإقتصاد الکلى للدول صاحبة تجارب التنمية السياحية، وتناول البحث تفصيلا موقف التنمية السياحية فى مصر وعرض الخطط القومية والإستراتيجيات والسياسات التى أعدتها الدولة، وفى المقابل إستعرض آليات وإستراتيجيات وزارة الساحية وهيئة التنمية السياحية المعدة لإنجاز خطط وسياسات الدولة من خلالها. وإتضح أنه تم تحقيق الأهداف المحددة فى خطة الدولة القومية بصورة جزئية. وتطرق البحث إلى تجارب التنمية السياحية الناجحة فى عدة دول للإستفادة من تجربتهم التنموية والوقوف على العوامل المشترکة بينهم والتى غابت عن تجربتنا التنموية، کذلک السياسات والأساليب التنموية المميزة للتجارب لإستخدمها للوصول إلى معدلات أفضل فى تحقيق النتائج. وتبحث الدراسة کيفية تطوير منظومة التنمية السياحية فى مصر من خلال مراجعة آلياتها والأخذ فى الإعتبار توصيات الدراسات العالمية وتجارب وخبرات الدول ذات التجارب السابقة الناجحة والتى عملت جميعها على توفير عناصر البنى التحتية والخدمات لمشروعات التنمية العمرانية السياحية ، ومدى إمکانية تنفيذ ذلک دون إلقاء العبء على ميزانية الدولة من خلال الإستفادة من تجارب الدول الأجنبية ، بآليات أکتر تطورا تعمل على خلق فرص إستثمار فى البنى التحتية تطوير وهيکلة منظومة تسمح بتفعيل إستراتيجية التنمية السياحية المستدامة مع کيانات مالية وإقتصادية وبإدوار محددة بمما يمکن من توفير التمويل والمقدرة على تنفيذ مشروعات البنية التحتية .
The study examined and analyzed the importance of the tourism industry in Egypt and the world, as well as its economic returns and their impact on the overall economy of countries with tourism development experiences. Also, the research dealt in detail with the position of tourism development in Egypt and presented the national plans, strategies, and policies prepared by the Ministry of State. Tourism development is designed to implement the plans and policies of the state. It became clear that the objectives specified in the state's national plan were partially achieved. The research highlights the successful tourism development experiences in several countries to benefit from their developmental experience and to identify common factors between them, that were absent from our development experience, as well as policies. In addition to the distinctive developmental methods for experiments to be used to reach better rates of achieving results. The study examines how to develop the tourism development system in Egypt by reviewing its mechanisms and taking into account the recommendations of international studies and the experiences of countries with previous successful experiences. All of which worked to provide the infrastructure and services elements for the tourism urban development projects, and the extent to which this could be implemented without placing the burden on the state budget.
