Abstract
يتناول البحث قياس القدرات التنافسية التى تمثل إحدى الآليات لتقييم التفاعلات للإقتصاد المحلى للمجتمعات المحلية الوظيفية ،وذلك من خلال تحليل لمجموعة من المؤشرات والمتغيرات التى تساعد فى تقييم قدرة المجتمع المحلى فى المنافسة بالتطبيق على التجربة المصرية.حيث تحتل مصر المرتبة 93 فى ما يتعلق بمؤشر التنافسية العالمية من بين 141 دولة فى عام2020 ،وتمثل واحدة من أفضل مراكز الصناعات اليدوية حول العالم إنتاجاَ،وتصديراَ حيث تمثل الحرف اليدوية صورة للتنافس المحلى ،والعالمى؛لوجود إحدى عشر صناعة من الصناعات الحرفية والتراثية المصرية منافسة عالمياَ.ويهدف البحث إلى تقييم القدرات التنافسية من خلال قياس القدرات التنافسية للمجتمعات المحلية وتحديد المؤشرات الإقتصادية المؤثرة على تقييم التنافس الإقتصادى بها،وإبراز القدرات التى يمكن تنميتها. كإنعكاس لتبنى الدولة العديد من السياسات الحكومية الداعمة لهذه الصناعات الحرفية في الآونة الأخيرة ،وبرغم من استمرارية تطويرها للعديد من المجتمعات ذات النشاطات المميزة حرفياَ وتراثياَ، إلا أنه مازال هناك عديد من المعوقات للمؤشرات الاقتصادية المقاسة ومنها ما يخص دورة النشاط الإقتصادى بالمجتمع المحلى للدلالة على ضعف قيم التنافسية للإقتصاد المحلى والتى تمثل الإشكالية البحثية.ويستند البحث على منهجية إجرائية يمثل الجزء الأول منها مرحلة جمع مؤشرات القدرات التنافسية من خلال الدراسات السابقة،والتجارب العالمية ،والدلائل العالمية .أما الجزء الثاني يتضمن تصنيف مؤشرات القدرات التنافسية إلى 5أبعاد رئيسية ،وتصنيف أكثر الأبعاد تأثيراَ على البعد الإقتصادى. وينتهى البحث بإجراء تقييم لمؤشرات التنافسية بالتطبيق على قرية تونس. This research examines the measurement of competitiveness as a key mechanism for assessing the interactions of local economies within functional communities. Using a range of indicators and variables, the study evaluates the strength of Egyptian local communities, with Egypt ranking 93rd out of 141 countries on the 2020 Global Competitiveness Index. Notably, Egypt stands out as a global center for handicraft production and export, boasting 11 globally competitive crafts and heritage industries. The main aim of this research is to assess competitive capabilities by measuring the factors affecting economic competition in local communities and identifying the economic indicators influencing these evaluations. Additionally, it highlights the potential of these communities and examines developmental challenges, such as economic obstacles linked to functional and geographical classifications. While recent governmental policies support craft industries, economic constraints persist, reflecting weaknesses in local economic cycles and posing challenges to sustainable development. The research methodology comprises two stages: the first involves collecting competitiveness indicators through a background study, while the second classifies these indicators into five main domains to identify dimensions most affecting economic performance. The study concludes with an assessment of competitiveness indicators applied to Tunis village, providing insights into strengthening these unique heritage-based communities.
