Abstract
طرحت الدولة في الأونة الأخيرة العديد من الأراضي أسفل الكباري؛ لاستغلالها في توطين الأنشطة الاقتصادية والمشروعات الصغيرة المتنوعة مثل (المطاعم، الكافيتريات، المحلات التجارية، مواقف السيارات والاتوبيسات، الحدائق، ...) خاصةً بالمناطق الحضرية الكبرى. كما نتج عن ذلك العديد من التأثيرات (الإيجابية والسلبية) على النطاقات العمرانية المحيطة مما يؤثر على استدامة التنمية العمرانية لتلك المناطق، كما تم استعراض عدد من النماذج العالمية التي نجحت في استغلال مساحات تلك الأراضي، وذلك للتعرف على سياسات واليات التعامل مع الأراضي أسفل الكباري والتي يمكن تطبيقها في الحالة المصرية. لذا يهدف البحث الى رصد وتحليل أنماط استعمالات الأراضي في تلك المساحات الواقعة أسفل الكباري لفهم العلاقات المختلفة لتلك الاستعمالات مع الابعاد (العمرانية - الاجتماعية - الاقتصادية - البيئية) بالمناطق المحيطة، وذلك باستخدام التحليل الإحصائي (معامل ارتباط بيرسون) (PCC) Pearson correlation coefficient لتحديد الابعاد الأكثر ارتباطاً مع نوعية استعمالات الأراضي أسفل الكباري بالمناطق الحضرية داخل نطاق القاهرة الكبرى. وأخيرًا يقترح البحث تبني نهج متكامل لتخطيط الأراضي التي تقع أسفل الكباري لضمان تحقيق التوازن بين الأنشطة المختلفة واستغلالها الاستغلال الأمثل لضمان استدامة البيئة الحضرية. In recent times, the government has introduced numerous initiatives to utilize the lands under elevated roads for the localization of economic activities and various small-scale projects such as restaurants, cafeterias, shops, parking lots, bus stops, gardens, etc., especially in major urban areas. This has resulted in several impacts, both positive and negative, on the surrounding urban areas which affect the sustainability of urban development in those regions. Additionally, various successful global models for the utilization of such lands have been reviewed to identify policies and mechanisms for dealing with lands under elevated roads that could be applied in the Egyptian context. Therefore, this research aims to monitor and analyze the patterns of land use in those spaces located under elevated roads to understand the different relationships of these uses with the dimensions (urban, social, economic, environmental) of the surrounding areas, using statistical analysis (Pearson correlation coefficient) (PCC) to determine the most correlated dimensions with the quality of land use under elevated roads in urban areas within the Greater Cairo area. Finally, the research proposes adopting a comprehensive approach to land planning under elevated roads to ensure a balance between different activities and their optimal utilization for ensuring the sustainability of the urban environment.
