Abstract
هوية المکان هي سماته المميزة النابعة من قيمته وتاريخه وخصوصيته التي تتعدى البعد البصري الملموس سواء العمراني أو الطبيعي، إلى تفاعل السکان بخصائصهم وأنماط معيشتهم المختلفة معه، و"روح المکان" التي يفرزها هذا التفاعل. وهکذا فهي محصلة عوامل متعددة مرتبطة بالسکان ومتخذي القرار والمعماريين والمخططين ونظم الإدارة والتحکم. وهوية المکان تمثل هدف ضروري لتحقيق جودة البيئة العمرانية واستدامتها، لأنها تدعم شعور السکان بالانتماء للمکان الذي يعيشون فيه، واهتمامهم به ومسئوليتهم عنه. وهوية المکان تشهد عمليات تطور وتحول مع الزمن، کانعکاس للتغيرات الاجتماعية الثقافية والإدارية والتشريعية بالمنطقة، والتي تعکس بدورها التغيرات السياسية والاقتصادية والاجتماعية الثقافية في المجتمع ککل. وهذا البحث يتناول هوية المکان في المعادي، وهي ضاحية لها هوية مميزة شهدت تحولا کبيراً خاصة خلال العقود الأربعة الأخيرة من القرن العشرين والقرن الحالي. وذلک بهدف صياغة مدخل للحفاظ على ما تبقى من أبعاد هذه الهوية واستعادة ما يمکن من الأبعاد التي اندثرت. ويتم هذا من خلال تحليل أبعاد التحول في الهوية والعوامل المختلفة الحاکمة له منذ نشأة الضاحية وحتى الآن. ويتم تقسيم هذه الفترة إلى ثلاثة مراحل رئيسية بناءاً على التغيرات السياسية والاقتصادية التي شهدتها مصر. تمتد الفترة الأولى منذ سنة 1905 حتى ثورة يوليو 1952 وانتهاء الاحتلال البريطاني لمصر، تليها مرحلة تطبيق النظام الاشتراکي وسيطرة الحکومة على القطاع الخاص خلال الخمسينيات والستينيات، وأخيراً مرحلة التحول نحو النظام الاقتصادي الرأسمالي (سياسة الانفتاح الاقتصادي) منذ منتصف السبعينيات. هذا بالإضافة إلى مرحلة ما بعد ثورة 25 يناير 2011 وما اتسمت به من ضعف الرقابة والتحکم. وقد تم تصنيف أبرز العوامل المؤدية إلى التحول في هوية العمران بالمعادي إلى التحولات الاجتماعية الثقافية، والتحول في نظم الإدارة والتحکم. Place identity is multidimensional facet stemming from a place's values, history, and identifiable attributes comprising not only built-up and natural visual features, but also residents' characteristics, living patterns and actions, and the essence these create. It hence changes with time, as an outcome of local socio-economic, administrative and legislative changes which are, in turn, a reflection of political, economic and socio-cultural changes experienced by the society as a whole. This paper studies place identity in Maadi, a suburb that had an initial distinctive identity which witnessed vast changes especially during the last four decades of the twentieth century, and the current century, in an attempt to outline an approach to preserve its continuing aspects, and restore other possible declining dimensions. This is fulfilled through analyzing these changes and their controlling factors since the suburb's initiation till now. This period is classified into three main stages according to the predominant political and economic incidents in Egypt; the first extends from the initiation of the suburb in1905 till the 23 July 1952 revolution and the end of the British occupation, followed by a stage of applying socialist economic policies during the fifties and sixties, and finally a stage of capitalist economy and adoption of an open- door policy since the early seventies. In addition, a fourth phase followed the 25th of January 2011 revolution, renowned by weak surveillance and control. Controlling factors are classified into socio-economic aspects, and management and control systems.
