Abstract
تعتمد الدول الى أعداد خطط التنمية الإقليمية کمرحلة انتقالية وتفعيل للاستراتيجيات والسياسات التنموية القومية، وفيها تقوم بأعداد مخططات التنمية المتنوعة للحيوز الجغرافية التى تستمل فى نطاقاتها على مجموعات متجانسة متکاملة من التجمعات العمرانية. وتتحدد هه الحيوز الجغرافية والاقليمية فى صورة مخططات تقسيمات الأقاليم العمرانية، التى تتشکل بفعل العديد من العوامل القومية المؤثرة على أسلوب وخصائص تقسيمات هذه الأقاليم. وتتمتع الدول عادة بالکثير من التفرد فى خصائصها وعواملها القومية، المؤثرة فى أعداد مثل هذه المخططات الإقليمية، مما يؤدى الى تميز هذه المخططات بخصائص تعکس التأثير الفعلي لهذه العوامل القومية على خصائص تقسيمات هذه الأقاليم. وبرغم التفاوت بين تجارب الدول فى مدى إيجابية التفاعل بين تاثير هذه العوامل وخصائص تقسيمات هذه الأقاليم، إلا ان هذه المخططات لا تخلو من انعکاسات ومؤشرات تثبت تفاعل هذه المخططات مع تأثيرات تلک العوامل. وبهدف البحث من خلال الدراسات التحليلية لطبيعة هذه العوامل والتأثيرات، والمقابلات والمقارنات الاستدلالية بين بعض التجارب الدولية، الى ألقاء الضوء والاستدلال على حقيقة وکيفية هذه التفاعلات
Countries rely on the number of regional development plans as a stage of transition and implementation of national development strategies and policies, and in which they prepare various development plans for geographical areas that are used in their domains on homogeneous and integrated groups of urban agglomerations. Geographical and territorial spaces are defined in the form of plans for divisions of urban regions.
Countries usually enjoy a lot of uniqueness in their national characteristics and factors, which affect the numbers of such regional plans. This leads to distinguishing these plans with characteristics that reflect the actual impact of these national factors on the characteristics of these regions' divisions. Despite the disparity between the experiences of countries in the extent of positive interaction between the effects of these factors and the characteristics of the divisions of these regions, these plans are not without reflections and indicators that prove the interaction of these plans with the effects of these factors.
The research concludes with the aim of searching through an analytical study of the nature of these factors and effects, interviews, and inferential comparisons between some international experiences, to shed light and inference on the reality and manner of this interaction.
