نظم المعلومات الجغرافية لإدارة العمران: نموذج مکاني مقترح کالّية فعالة لمرحلة تنفيذ ومتابعة المخططات الاستراتيجية للمدن المصرية Geoinformatics and urban management: a proposed geospatial model, as an effective tool, for implementation and monitoring phase of strategic plans for the Egyptian cities

 
اتجهت الهيئة العامة للتخطيط العمراني بالتعاون مع برنامج الأمم المتحدة الإنمائي للمستوطنات البشرية منذ عام ۲۰۰۷ إلى مشروعات إعداد المخططات الاستراتيجية للمدن المصرية الصغيرة والتي تنتهي جميع الدراسات التخطيطية فى تلک المشروعات إلى المخطط الاستراتيجي واشتراطات هو لم تتطرق جميع الدراسات التخطيطية إلى آليات تنفيذ ومتابعة تلک المخططات والاشتراطات فى ظل الهيکل العام لمنظومات الإدارة المحلية بالمدن المصرية
 
ويقترح البحث أسلوب لإدارة العمران لدعم المحليات ومتخذي القرار بواسطة نظام معلوماتي مبسط يستغل قواعد البيانات، إحدى مخرجات مشروعات المخططات الإستراتيجية، لمراقبة وإدارة ومتابعة تنفيذ المخططات الإستراتيجية.  ويعد النظام المقترح أداة فعالة للتحقق وتحديث البيانات بقواعد البيانات الجغرافية ودعم قرارات المحليات في التعاملات اليومية في إطار الاشتراطات البنائية والمخططات الإستراتيجية ويمتاز النظام بأنه لا يحتاج إلى مهارات متخصصة بالحاسب الآلي أو معرفة ببرامج نظم المعلومات الجغرافيا ليناسب الکوادر البشرية بالإدارات المحلية المختصة بتنفيذ تلک المخططات. ويعتبر النظام المقترح لهيئة التخطيط العمراني والاستشاريين مؤشر لمتابعة مدى تحقق أهداف المخطط الإستراتيجي ومراحله وأداة لتحليل معدل التغير المکاني الديناميکى بالمناطق المختلفة مع الزمن والمعدلات الزمنية لتنفيذ المخططات التفصيلية بمناطق الامتداد للتنبؤ باتجاهات النمو وأداة إنذار مبکر للتغيرات التى قد تطرأ على المخطط الإستراتيجي والاحتياج لتحديث المخطط الإستراتيجي لمواکبة التغيرات المستحدثة بالمدينة لعدم الانحراف عن الرؤية المقترحة للمدينة.
Since 1970, the General Authority of Physical Planning, GOPP, in cooperation with the United Nations Development Program for Human Settlements, UNHABITAT, started project for the development of strategic plans for the Egyptian cities. The final delivers of the project is a strategic plan of the city accompanied with building regulations and sectorial planning studies for the city. The project did not address the mechanisms and the monitoring to follow-up the implementation of those schemes and regulations by the local administration of the Egyptian cities.
The research suggests an urban management method to support localities and decision makers. The proposed method exploits the spatial databases, one of the outputs of strategic plan project, for monitor and manage the implementation of the strategic plans.
The research proposed a Geospatial model as an effective tool to verify and update the spatial database of the city and it will support the local council of the city to take decisions for the daily urban dealings to validate the requirements of building regulations of the strategic plans.
The proposed geospatial system is designed in a way that is does not require a computer specialized skill or knowledge of geographic information system to outfit the human skills of the local city council. In same time, the proposed system will help GOPP and urban consultants to follow up and evaluate the implementation extent of the strategic plan objectives.  The system will analyze the rate of urban change and the dynamic change of spatial city zones with time interval.
The proposed geospatial system might be seen as a prediction and an early warning tool of the strategic plan objective deviation which might occur on earth and which will need an update to the strategic plan to keep in track with the urban dynamic changes in the city for preserve the future vision of the city.
