Abstract
تعد ظاهرة المناطق غير الرسمية من أکثر القضايا التي تشغل بال العديد من المجتمعات سواء العربية أو العالمية، وعلى الرغم من أن بعض المدن على مستوى العالم قد حققت نجاحات کبيره في تحويل عشوائياتها إلى مناطق عمرانية ذات قيمة مضافة إلى المجتمع، الا ان مصر مازالت تضم العديد من مناطق الاسکان غير الرسمي، بالرغم من العديد من الخطط الجادة الي استيعاب تلک المشکلة، کما تتعدد التأثيرات السلبية لبقاء تلک الأحياء دون تطوير على المستوى الاجتماعي والاقتصادي والعمراني والامني، وأصبحت معالجتهامطلباً ملحاً يتطلب تضافر جميع الجهود، خصوصاً أن التجارب العالمية الناجحة في مجال معالجة الاسکان غير الرسمي قد انتجت فرصاً کبيرة للتطوير والنمو الاقتصادي والعمراني واستطاعت تحويل البؤر العشوائية إلى مناطق منتجة ومتطورة. کما تعتبر القضايا البيئية، وخاصة تغير المناخ وتأثيره، واحدة من أهم التحديات التى تواجه التنمية فى القرن الحادى والعشرين، وبالاخص بالمناطق الغير رسمية حيث يعد تلوث الهواء والمخلفات الصلبة وارتفاع الحرارة والکثافة السکانية العالية ونقص المساحات الخضراء والصرف الصحى ضمن أشد التحديات بالنسبة للتنمية، ونتيجة لافتقار هذه المناطق للدعم اللازم لتنفيذ إجراءات التخفيف والتکيف فإن تعرضها للخطر يزداد، لذا کان من الضروري مواجهة تلک المشاکل بشکل سريع للحد من اثارها السلبية. لذا يهدف البحث إلي التعرف علي اساليب التعامل مع المناطق غيرالرسمية، من خلال دراسة مفهوم المناطق غير الرسمية ومسببات نشأتها والأضرار الناتجة عن تفشيها، مع التعرض لفکرة زراعة اسطح المباني بها، وکونه ضرورة ملحة للتخفيف من حدة تغير المناخ والتکيف معه والحد من الآثار البيئية والکربونية للمدن وغازات الاحتباس الحراري، فضلاً عن التنمية المستدامة لتلک المناطق، مع التعرضللعديد من التجارب المحلية والتي لعبت فيها حدائق الاسطح دورا في حل جزء من مشکلات تلک المناطق وحققت نتائج ايجابية من خلال المشارکة الشعبية للسکان بتلک التجارب . The phenomenon of unofficial regions is one of the issues that occupy the minds of many societies, whether Arab or global, and although some cities worldwide have achieved great successes in converting their slums into urban areas of added value to society, Egypt still includes many Of the informal housing areas, despite many serious plans to accommodate that problem, as the negative impacts of the survival of those neighbourhoods without development on the social, economic, urban, and security levels are numerous, and their treatment has become an urgent requirement that requires the concerted efforts of all, especially since global experiences Successful in the area of addressing informal housing has produced great opportunities for economic and urban development and growth, and has managed to convert randomized areas into productive and developed areas. Environmental issues, especially climate change and its impact, are considered one of the most important challenges facing development in the twenty-first century, especially in informal areas, where air pollution and solid waste, along with high temperatures and high population density, and the lack of green areas and sanitation are among the most severe challenges for development, As a result of these areas lacking the support needed to implement mitigation and adaptation measures, their vulnerability increases, so it was necessary to address these problems quickly to reduce their negative impacts. Therefore, the research aims to get acquainted with the methods of dealing with informal areas, by studying the concept of informal areas, the causes of their emergence and the damage resulting from their spread, with exposure to the idea of planting roofs in buildings, and being an urgent necessity to mitigate climate change and adapt to it and reduce the environmental and carbon impacts of cities And greenhouse gases, as well as sustainable development of these areas, with exposure to many local experiences in which roof gardens played a role in solving part of the problems of these areas and achieved positive results through the popular participation of the population in those experiences.
