Abstract
مرت المدن بجمهورية مصر العربية خلال العقود الماضية بتوسعاً عمرانياً هائلاً على أطرافها العمرانية وذلک تلبية للطلب المتزايد على بناء المساکن للفئات السکانية نتيجة للنمو السکاني المتزايد، وبالتالي أعدت الدولة رؤي متعددة للامتدادات وقامت بتوفير الأراضي السکنية اللازمة للجمعيات وللمواطنين لتنميتها مع تقديم کافة التسهيلات التي تساهم بشکل فعال في إنشاء مجتمعات عمرانية جديدة کامتدادات حضرية داخل إطار المحليات. وعليه وتلبية للرؤية الدولة قامت الجمعية التعاونية لبناء المساکن وتعمير صحراء الأهرام بمحافظة الجيزة بإعداد مخططات عمرانية لمشروع تقسيم أراضي کمشروع تنمية للفئات السکانية متوسطة الدخل تلبية للطلب المتزايد على الأراضي السکنية للبناء بأنماط متعددة، ونظرا لکون هذه المخططات لم تأخذ الوقت الکافي لدراستها وتأخر تنفيذها ومع تأخر تنفيذ الخدمات الرئيسية في ظل القصور الإداري في التحکم والسيطرة في تنفيذ المخططات التفصيلية فقد ظهرت بعض الاختلافات بعد التنفيذ عن التخطيط العام والتفصيلي نتيجة للعديد من السلبيات والعقبات في المخططات ومدي کفايتها. وعليه تناول البحث دراسة القضية الا وهي الاختلافات بين التخطيط التفصيلي لمناطق الامتدادات المستحدثة والأوضاع الراهنة من خلال مراجعة وتحليل المخططات التفصيلية ومقارنتها بمستجدات الوضع الراهن وما به من اختلافات نتيجة لعوامل متعددة تناولها البحث تفصيلا، وکذلک تحديد مجموعة من إيجابيات وسلبيات منطقة الدراسة وطرح نتائج وتوصيات للاستفادة منها مستقبلا في إعداد المخططات السکنية التفصيلية لمناطق الامتدادات الحضرية بما يضمن الوصول إلى بيئة عمرانية ملائمة وتوفير الراحة والأمان للسکان. The cities of the Arab Republic of Egypt, Witnessed in the past decades a dramatically urban expansions on its borders to outfit the increasing demand for housing construction to accommodate the growing population, as a result the state is still providing the needed housing for the associates and the citizens for development. On the same side the state is providing all the facilities that contribute effectively in creating new communities as an urban extension within the frame of localities. Therefore, the cooperate association of housing construction and the reconstruction of ALAHRAM desert in Giza Governorate, had prepared the detailed urban plans for plots divisions as a development project directed to medium income people category, to meet the increasing demand for housing plots with multiple patterns of construction. As a result, the urban development plans stated, didn’t take enough time for studying and implementation, and with the delay of services execution, in parallel the Administrative shortage in command and control of the implementation of the available plans for the subjected area, all mentioned had led to emerged differences after execution, as a result of lots of negatives and obstacles in the detailed plans and its adequacy. Therefore the researcher was keen to study the issue of differences between the detailed proposed plans to the subjected areas to new extensions with the current situation, and this will be through a revision to the detailed plans compared to ongoing current situation and the various factors that are studied in details in our research. As well as the identification a set of advantages and disadvantages of the situation and the results of the study including recommendations that have to be taken as a future guide for any detailed urban housing plans for urban extension zones, so as to ensure the suitable urban environment that provide security and comfort to residence, and with the reduction of the construction & infrastructure maintenance costs.
