تعرضت العديد من المدن العربية من فقدان لهويتها الثقافية و التراثية -إذ أنه مع متطلبات الحياه الحديثة من جهة و الإهمال وعدم قدرة العديد من الدول وبخاصة النامية على الحفاظ على المناطق التراثية من جهة اخرى - نتيجة لنقص الوعي بأهميتها او عدم توافر الموارد المالية اللازمة وعدم وجود مشارکة مجتمعية - قد أفقدها القدرة على الحفاظ على التراث الحضاري وإهدار الفرص الممکنة. وفي ظل تصاعد أهمية المناطق التراثية التي يمکن أن تحفز التردد السياحي العالمي ورفع معدلات التوظيف على المستوى القومي. فيزداد الدخل وتتحسن الأحوال المعيشية. وترتب عن هذا الاهتمام إفراز العديد من المحاولات للمحافظة على المناطق التراثية وسياسات متنوعة للتعامل معها. وأصبح التحدي الحقيقي هو کيفية اتخاذ القرار حول أسلوب التعامل مع هذه المناطق وکيفية إدارة مقوماتها واستغلال الفرص المتاحة منها بما يثري الحاضر ويحافظ على القيم التراثية للأجيال المستقبلية. و لهذا تهدف الورقة البحثية إلى الوصول الى أهم المداخل الملائمة للتعامل مع المناطق التراثية و أساليب التعامل ذات الأولوية لإنجاح أعمال الحفاظ علـى التراث في تلک المناطق –على المدى القريب و البعيد- ولتحقيق هذا الهدف استلزم ذلک مناقشة ثلاث محاور رئيسية: المحور الأول: يهتم بتحديد مفهوم القيم و المناطق التراثية وأهم الأطراف المعنية بها، ومن ثم الأوضاع الحالية لتک المناطق و أهم المشاکل الرئيسية بها من خلال المنهج الاستقرائي التحليلي للدراسات السابقة. المحور الثاني: أهم المداخل المناسبة للتعامل مع المناطق التراثية من خلال منهج تحليلي ومقارن لمجموعة من المداخل وأساليب التعامل المختلفة. والانتهاء بأهم الإيجابيات الممکن حدوثها من خلال تطبيق تلک السياسات. ثم أخيرا المحور الثالث: ليحلل التجارب المحلية والعالمية الممکن الاستفادة منها للتوصل إلى أهم السياسات لإنجاح عمليات الحفاظ. Many Arab Cities are exposed to the loss of cultural identity and heritagefor a wide range of reasons such as the requirements of modern life, neglect, lack of awareness of its importance, non-availability of the necessary financial resources, and the lack of community participation. All these reasons explain the inability of many developing countries to preserve their heritage sites and wasted valuable opportunities. The escalation of the importance of heritage areas can stimulate the frequency of international tourism, raise employment rates and income at the national level, and consequently improve living conditions.Thus, many attempts to preserve those areas have emerged, and a variety of policies to deal with the issue have been proposed.The real challenge is taking the decision about how to deal with these areas, how to manage them, and simultaneously integrate the principles of preservation and sustainable development of heritage areas. This paper aims to reach the most appropriate approaches and methods of dealing with heritage sites, placing emphasis on the success of heritage preservation in those regions in the short and- long term. To achieve this goal, it is necessary to discuss three main themes:the first is concerned with the determination of value and heritage areas and the main parties concerned with, understanding the current situation of the heritage sites and analyzing the most important problems out through previous studies that have used inductive analysis The second is about the most appropriate approaches to deal with the heritage areas. Through analytical and comparative methodology for approaches and different ways of dealing curriculum. It further explores how the completion of the most important pros can occur through the application of those policies. And then finally, the third theme analyses the domestic and international experiences that can be learnt from to reach the most important policies to maintain the success of the operations.
