يلعب مدخل استعمالات الأراضي المختلطة خلال العقود الأخيرة دورا هاما في التنمية الحضرية بأبعادها الاجتماعية والاقتصادية والبيئية..، فقد أصبح تطبيق هذا المدخل هاما في مجال تخطيط استعمالات الأراضي وتطوير منظومة النقل بالمناطق الحضرية لتخفيف مشاکل النقل ومعالجة قضايا التکثيف العمراني من خلال توفير الاحتياجات المختلفة من عمل وسکن وخدمات "live-work-services" في وحدة تنمية واحدة بحيث تقترب تلک العناصر من بعضها البعض مما يغير من متطلبات منظومة النقل بالمنطقة السکنية من حيث (حجم الرحلات والمسافات المقطوعة – وسائل النقل المستخدمة ...) بالإضافة إلى دعم الجوانب الاجتماعية وتوفير متطلبات جودة الحياه وبالتالي تحقيق مجتمع مستدام. وعلى الرغم من العوائد الإيجابية للتداخل بين الاستعمالات السکنية وغير السکنية ومساهمتها في تحقيق أبعاد الاستدامة إلا انه أشارت العديد من الدراسات إلى وجود سلبيات لها في حاله ما إذا نمت بشکل غير خاضع لأسس وضوابط نظرا لاختلاف متطلبات کل استعمال والتي قد تتعارض مع متطلبات الاستعمال الأخر، بالإضافة إلى اختلاف توقيتات عمل کل نشاط تجاري أو خدمي علاوة على مخاوف السکان من تزايد حرکة المرور والضوضاء نتيجة التداخل بين الاستعمالات. ولذلک تبنت العديد من الهيئات الدولية على مدى العقدين السابقين مدخل تداخل استعمالات الأراضي کأحد الأسس الهامة التي تبنى عليها التنمية العمرانية المستدامة. ولعل أخرها ما طرحته منظمة الأمم المتحدة "الهبيتات " عام 2014 من مبادئ ومؤشرات المتعلقة بخصائص تداخل استعمالات الأراضي المطلوب تحقيقها بالمجاورات السکنية الجديدة وخاصة التي تحتاج إلى تحقيق اکتفاء ذاتي دون اللجوء إلى المناطق المحيطة بها لتلبيه احتياجاتها. وبالتالي فقد استهدفت الورقة البحثية تقييم مدى تطبيق أسس مدخل استعمالات الأراضي المختلطة المطروحة دوليا بنماذج من التجمعات السکنية المغلقة حول القاهرة الکبرى وهما المرحلة الخامسة من مشروع الرحاب بمدينة القاهرة الجديدة، ومشروع أشجار سيتي بمدينة السادس من أکتوبر، وذلک لتحديد أوجه التوافق والاختلاف بين أساليب التنمية المدرجة بالمخططات العمرانية لتلک التجمعات السکنية و المؤشرات الدولية المطروحة من الهبيتات حتى يمکن الخروج ببعض النتائج والتوصيات عن کيفية إرساء مدخل استخدامات الأراضي المختلطة کمنهج أساسي في التنمية العمرانية المستدامة بنمط المجتمعات المغلقة. Mixed land uses approach plays an important role in urban development with all of its social, economic and environmental dimensions. This approach was applied in planning both of land use and transportation system in urban areas as a result of existence necessary demand to reduce transportation problems and deal with urban growth issues through provision of different population needs (work, housing and services "live-work") in the same development unit and make their location near each other which help to change all requirements of the transport system in the residential area such as (distances and volumes of trips -means of transportation ..) , and also achieve high quality of life and sustainability. Although of Previous positive returns of mixed land uses approach, many studies indicated that there are some cons with unplanned mixed land use because different requirement of each use and fears of population toward his effect on their residential areas. Therefore many of the international organizations have adopted mixed land use approach over the past two decades as one of the important tools for implementation sustainable urban development. United Nations Organization "Alhbettat" is one of these organizations which put set of principles and indicators in 2014 for application this approach in new residential areas and communities that have special characteristics and need to achieve self-sufficiency without dependence on surrounding communities So this paper focuses on evaluation mixed land use principles in two selected Gated communities projects located around Greater Cairo (Rehab& Ashgar City projects), because their representation of most land use characteristics in Gated communities as well as they need to support their land use to get the sustainability. In the other side the evaluation process determines the compatibility and differences between land use principles in these projects and United Nation land use principles which help to develop this type of communities and achieve sustainable land use for it.
