Abstract
الهدف الأساسي الذي يتم محاولة الوصول إليه هو تفعيل دور المشروعات الصغيرة فى تحقيق التنمية الإقتصادية/ العمرانية بالتجمعات العمرانية صغيرة الحجم، حيث أن تلک التجمعات غالبا ما يتم تهميشها للعديد من الأسباب، أهمها عدم قدرتها علي التأثير القوي والمباشر في البيئة السياسية والإقتصادية والإجتماعية، وهو ما أدي في النهاية إلي شبه إنعزالها وزيادة الفجوة بينها وبين بقية التجمعات العمرانية في مصر، وفي محاولة العمل علي تقليل التفاوت بين التجمعات العمرانية في مصر ومحاولة زيادة دور التجمعات العمرانية صغيرة الحجم، فإنه سيتم تناول هذا الموضوع من خلال جانبين اساسيين لمحاولة تحقيق التنمية والإتزان بالعمران والاقتصاد في مصر: الجانب الأول: في ظل ما تتسم به هذه التجمعات العمرانية من صغر حجم السکان وصغر حجم السوق وانخفاض مستوى الموارد البشرية المتاحة بها، وضعف مستوي البنية الأساسية والخدمات وقيود وسائل التمويل وضعف آلياته، فإنه لا يمکن لهذه التجمعات العمرانية صغيرة الحجم أن تجذب أو توفر البيئة الجاذبة والحاضنة للمشروعات الإقتصادية الکبري، ولکنها قد تکون أکثر قدرة على جذب المشروعات الصغيرة التي يمکن أن توفر البيئة الملائمة لها. الجانب الثاني: نظرا لأن التوجه الحالي للدولة هو عدم الدعم المباشر للأنشطة الإقتصادية، ولأن بنية التجمعات العمرانية صغيرة الحجم تکون أکثر ملاءمة للمشروعات الصغيرة، فمن هنا تظهر إشکالية البحث الرئيسية التي تتمثل في أهمية تشجيع القطاع الخاص فى إنشاء وإقامة المشروعات الصغيرة بالتجمعات العمرانية صغيرة الحجم من خلال طرح مجموعة من الجوانب الإدارية والتنظيمية وتحديد الآليات اللازمة لزيادة هذا الدور وجذب المزيد من المشروعات الصغيرة بما يحقق اهدف التنمية الإقتصادية والإجتماعية وتحقيق جزء من التوازن المفقود بين التجمعات العمرانية في مصر. The main issue o the research is to examine "The role of small projects in economic/urban development in small urban settlements". These urban settlements are often marginalized for many reasons, most notably their inability to influence the political, economic and social environment, which eventually led to their isolation and increased the gap between these urban settlements and the rest of the urban settlements in Egypt, in an effort to reduce the variance between urban settlements in Egypt and increase the role of small urban settlements, this topic will be addressed through two main aspects to achieve development, urbanization and economy in Egypt, the first aspect: The importance of small projects in small urban settlements, as a spatial dimension, as one of the mechanisms of reducing the variance between the urban settlements by rebalancing the economic base of stability and development and on the other hand increasing the urban and population capacity, the urban balance within the region, whether at the local (Markaz or Governorate) or regional level, the aspect of these urban settlements are: small market and population size, low level of human resources available, poor level of infrastructure and services, financing limitations and the weakness of its mechanisms. These small urban settlements can neither attract nor provide an attractive and incubating environment for projects. So, they may be more likely to attract small projects that can provide the right environment for them . The second aspect is small projects, which constitute the backbone of economic and social development in developing countries, through their direct contribution to the economic dimension by empowering employment, providing training opportunities, improving the level of production, contributing to the total value-added, increasing incomes and contributing to the social dimension and providing goods and services to different community groups . Since the current trend of the state is not to directly support economic activities, and because the structure of small urban settlements is more suitable for small projects, thus the main issue of research is the importance of encouraging the private sector to establish small projects in small urban settlements through the introduction of a group of the administrative and regulatory aspects and identifying mechanisms to increase this role and attract more small projects to achieve the objectives of economic and social development and achieve a part of the balance lost between the urban settlements in Egypt.
