Abstract
اعتمد تحقيق التنمية المحلية على مجموعة من العوامل والرکائز طبقاً للمتغيرات العالمية والإقليمية المؤثرة في تحقيق عمليات التنمية بشکل عام والتنمية المحلية بشکل خاص، وتعتبر الصناعة المحرک الرئيسي لعمليات التنمية الاقتصادية فقد أصبحت هناک عوامل ومتطلبات لتحقيق التنافسية الصناعية بدورها التي تحقق نقلة نوعية في التنمية على المستوي القومي والمحلي. تتميز التنافسية بالحداثة وظهر الاهتمام بها في اواخر التسعينيات کنتاج وهدف للنظام الاقتصادي الجديد وظهور عصر العولمة والتوجه نحو تطبيق اقتصاديات السوق، ويتداخل مفهوم التنافسية مع عده مفاهيم منها النمو والتنمية بما يؤثرعلي الدول وعلاقتها بالتجارة الخارجية وبالسياسة الصناعية وبالسياسة التکنولوجية، تعني تنافسية الدول مدي قدرتها علي رفع مستويات المعيشة لمواطنيها، وتعتبر تنافسية الدول في الأسواق الدولية مفهوماً معقداً ومتعدد الجوانب، ويتداخل ايضا مع العديد من المجالات والظواهر ومنها الظواهر الاقتصادية والاجتماعية وغيرها، ونتيجة للتطوارت في البيئة الاقتصادية العالمية، فقد ازداد الاهتمام بالتنافسية ليس على مستوى المؤسسات فقط، بل أصبحت حاجة ملحة لدول بوصفها أداة لتحقيق النمو المستدام والرفاهية الاجتماعية. يعتمد البحث على ربط دور الأصول والموارد المحلية کأحد مقومات دعم الصناعة لتحقيق التنافسية الصناعية من خلال قياس مدي قدرة المحافظات المصرية لتحقيق متطلبات التنافسية الصناعية. يرکز البحث على ثلاثة محاور رئيسية تتمثل في تعريف التنافسية الصناعية وتحليل مستويات التنافسية الصناعية، دراسة رکائز ومتطلبات التنافسية الصناعية، دراسة الأصول والموارد المحلية وعلاقتها بالتنافسية الصناعية، تطبيق مؤشرات التنافسية الصناعية على المحافظات المصرية. وفي النهاية يتوصل البحث إلى تصنيف المحافظات المصرية طبقاً لقدرتها على التنافسية الصناعية في ضوء أهداف ورکائز التنمية المحلية. The achievement of local development depends on a set of factors and pillars according to the global and regional variables, that affect the achievement of development processes in general and local development in particular. The industry is the main engine of economic development processes, there are factors and requirements to achieve industrial competitiveness in turn which achieve a qualitative leap in development on the national and the local level. Competitiveness is characterized by modernity and interest in the late 1990s as the product and objective of the new economic system, the emergence of the era of globalization, and the trend towards the application of market economics. The concept of competitiveness is intertwined with several concepts including growth and development, affecting countries and their relationship to foreign trade, industrial policy, and technological policy. The competitiveness of countries in international markets is a complex and multifaceted concept, and it interferes with many fields and phenomena, including economic, social, and other phenomena. As a result of the evolution of the global economic environment, has increased interest in competition not only at the level of institutions but has become an urgent need for States as a tool to achieve sustainable growth and social welfare. Research depends on linking the role of local assets and resources as one of the elements of supporting the industry to achieve industrial competitiveness by measuring the ability of the Egyptian governorates to achieve the requirements of industrial competitiveness. The research focuses on three main axes: the definition of industrial competitiveness, the analysis of industrial competitiveness levels, the study of the pillars and requirements of industrial competitiveness, the study of local assets and resources and their relation to industrial competitiveness, the application of industrial competitiveness indicators to the Egyptian governorates. Finally, the research results in the classification of the Egyptian governorates in accordance with their ability to compete in the light of industrial objectives and pillars of local development.
