Abstract
التخطیط التفصیلی هو العملیة التى یتم من خلالها تحویل الافکار والمقترحات التخطیطیة الواردة فى مستویات التخطیط العمرانی المختلفة، إلى صورة تنفیذیة، بما یحویه من مشروعات محددة قابلة للتنفیذ مع تقدیم المستندات والاشتراطات الخاصة بتنفیذ هذة المشروعات العمرانیة، وهو یمثل أخر خطوة من خطوات إعداد المخططات العمرانیة ، کما تعد مناطق الامتداد العمراني هي مجموعة الاراضي المضافة للحيز العمراني لاستيعاب النمو العمراني المستقبلي وتعد هذة الاراضی مدخلا رئیسا لتحقیق التنمیة العمرانیة فى المجتمعات العمرانیة عن طریق تنفیذ مشروعات البنیة التحتیة والخدمات العامة ، تتطلب هذة المشروعات أراضی بمساحات کبیرة ومواقع متجاورة محددة بالاضافة إلى ضرورة توفیرها ضمن جدول زمنی محدد ، هذة الاراضی غالبا ما یتم توفیرها من خلال القطاع العام علی حساب اراضی مملوکة للقطاع الخاص واراضی السکان الاصلیین ، تزداد تحدیات الحصول على الاراضی من قبل القطاع العام نظرا لتفتت الملکیات وصغر حجم المسطحات ، ارتباط ملاک الاراضی باراضیهم الذی یتجاوز المنفعة الاقتصادیة والمنفعة العامة ، هذة الامور تعیق من الحصول على الاراضی فی اغلب دول العالم، یتناول البحث تحلیل الالیات المختلفة التی تتعامل مع ملکیات الاراضی الخاصة عند إعداد المخططات التفصیلیة والتی یتم تطبیقها فى دول العالم فی محاولة للوصول إلى الالیات الملائمة والتی یمکن تطبیقها فى الحالة المصریة حيث تکون قادرة علی تحقیق التنمیة العمرانیة بمناطق الامتداد العمراني بالمدن بصورة عادلة تحقق اکبر قدر من الرضاء المجتمعی.
Detailed planning is the process through which ideas and proposals from various levels of urban planning are transformed into executable plans. This includes specific, implementable projects with the necessary documents and conditions for their execution. It represents the final step in the preparation of urban plans. Urban expansion areas are defined as the land added to the urban boundary to accommodate future urban growth. These lands are essential for achieving urban development in urban communities through the implementation of infrastructure projects and public services. Such projects require large, contiguous areas of land to be available within a specified timeline, these lands are often provided by the public sector at the expense of privately-owned land and land owned by original residents. The challenges of acquiring land for the public sector increase due to fragmented ownership, small plot sizes, and the strong attachment of landowners to their land, which often exceeds economic and public utility benefits. These factors hinder land acquisition in most countries around the world ,This research analyzes the different mechanisms for dealing with private land ownership in the preparation of detailed plans, as applied in various countries, in an attempt to identify the most suitable mechanisms that can be implemented in the Egyptian context. The goal is to achieve fair urban development in urban expansion areas in cities that maximizes social satisfaction.
