Abstract
إن الظروف والأوضاع الراهنة التي يمر ويـتأثر بها العمران المصري حاليا تمثل موجة من موجات النمو العمراني غير المخطط التي تستوجب تقييم الاطر التشريعية المنظمة له من ناحية وعلاقته بالأطر التنظيمية والتنفيذية من ناحية ثانية، بالإضافة إلى علاقة ما سبق بالنظم والأطر الاجتماعية والسياسية وترجع أهمية هذا الطرح الى وجود اتجاه قوى الى تعديل هذه الاطر في ظل المتغيرات السياسية الحالية. وعملية التقييم هذه تمليها عدد من الاعتبارات الموضوعية التـنظيمية والإجرائية الحالية والمستقبلية والتي يجب أن تدرس بعناية مع إعطاء الأولوية والوزن النسبي لکل منها حسب علاقته بالإطار التشريعي وخاصة ضمن الوضعية الجديدة لمختلف أجهزة الدولة الرسمية سواء کانت إدارات أو هيئات أو وزارات، الخ. وهذه الأوضاع بطبيعة الحال سوف تؤثر بصورة کبيرة على کيفية التعامل مع أوضاع عمران المستقبل. وبالتالي تحدد التوجهات العامة عند استشراف وصياغة الاطر التنظيمية (التشريعية والتنفيذية) المستقبلية. وهي التوجهات التي سوف تمثل بالتالي مضمون الاستراتيجيات والرؤى الخاصة بمختلف مستويات وقطاعات التـنمية العمرانية الشاملة.
The conditions and the current situation, which the Egyptian urbanization is going through and is affected by represent a wave of unplanned urban growth, that requires evaluating the regulatory frameworks in one side and it’s relation with the legislative executive frameworks from the other side, in addition to the relation between them all with the social frameworks and political regimes. The importance of this proposal is related to the existing strong tendency to adjust these frameworks in light of the current political changes. And this evaluation process is controlled by a number of substantive, organizational and current and future procedural considerations which must be carefully considered with priority and relative weight given to each of them according to its relationship to the legislative framework, especially within the new situation of the various official country’s apparatuses; like executiveagencies, organizations, ministries ... Etc. Indeed these situations will significantly affect the methodologies of handling future urban situation. Thus determining the general approaches while initiating and formulating the future regulatory frameworks (procedural and executive). These approaches also represent the strategic tenors and visions of the various levels and sectors of the overall urban development.
