مدينة بنغازي في ليبيا کغيرها من مدن العالم الثالث تواجه العديد من المشاکل والتغيرات والتحديات السياسية والاقتصادية والاجتماعية، والتي تؤثر على مخططها الحضري العام. ومن أهم هذه التحديات وأبرزها ظاهرة الإسکان غير الرسمي خارج مخططها الحضري، والتي أخذت في مفهومها وشکلها العام والخاص اتجاها ً خاص اً ومختلف اً عما هو متعارف عليه في تلک المناطق، الأمر الذي يتطلب دراسة هذه المناطق من منظور خاص، وذلک للتعرف على طبيعة تلک المناطق: مفهومها، وأسباب نشوئها، وعوامل نموها، وسرعة انتشارها، إضافة الى أهم خصائصها العمرانية والاقتصادية والاجتماعية والبيئية. ويهدف هذا البحث إلى تسليط الضوء على سلبيات وإيجابيات الإسکان غير الرسمي خارج المخطط الحضري لمدينة بنغازي . The informal housing areas outside the planned urban cities in Libya different forms had, which requires re-examination of those areas and, in particular, studied and deep so that we can identify the forms and the identity of these areas and how to deal with it. In a previous study, the same researcher, "An Analytical Study Of The Phenomenon Of Informal Housing Outside Planned Urban Cities Of Libya" (Gumma.2014) shows that in spite of the negatives that dogging those areas, they have the pluses of what gives a great opportunity to deal with those areas. This makes it possible to solve the problems of this informal residential areas, and the development of urban environment Urban optimal image in all aspects of physical and social and economic development, taking into account the participation of the local population of these areas is possible. In this sense came this paper update of what came in the previous study for the same researcher, which aims to shed light on the study of a range of approaches to deal with the areas of housing non-formal, and the possibility to take advantage of them as lines essential to the formulation of a framework proposal to deal with the housing areas informal outside planned urban to the city of Benghazi.
