Abstract
يتميز "القرن الحضري Urban Century " الحالي بأربعة ظواهر (العولمة / تکنولوجيا المعلومات والاتصالات/ الکوارث الطبيعية / التحضر) وتمثل المدن العملاقة Megacities (10 مليون نسمة فأکثر) أحد أوجه ظواهر التحضر، وما تواجه تلک المدن من تحديات مثل المشاکل البيئية وعدم کفاية البنية التحتية (الصرف الصحي وامدادات المياه، ......الخ)، ومشاکل الاسکان والنمو العشوائي والبطالة والنمو العمراني السريع الذي يفوق قدرات السلطات المحلية. وتعتبر تلک المدن القوى الأساسية المحرکة للنمو الاقتصادي لدولها والمهيمنة على تدفق الناس والسلع والمعرفة والمال في جميع أنحاء العالم. إلا أن هناک عدم وضوح او فهم لخصائص ومراحل نموها وبالتالي سياسات التحکم بها، مما يلزمنا باختبار سياسات عمرانية مبتکرة تمکنا من ذلک. وقد استخدم البحث للوصول إلى تلک السياسات المنهج الاستقرائي Inductive Approach والمنهج الوصفي التحليلي Descriptive Analytical Approach وقد تم دراسة خصائص ومراحل نمو تلک المدن والتعرض لبعض التجارب الدولية لمدن (شينزن / کراتشي / طوکيو) مما أمکن من استخلاص بعض سياسات التحکم في النمو العمراني مثل (التجديد الحضري / نقل مرکز المدينة / التکثيف / تعدد الاستخدامات / التحکم في الکثافة / ....الخ ) بالإضافة إلى التعرف على المبادئ التوجيهية التي ساعدت في صياغتها مثل (النمو المستدام Sustainable Growth / إنشاء مدينة شاملة Creating an Inclusive City / الحفاظ على نوعية الحياة Safeguarding the Quality of Life). The current “Urban Century” is characterized by four phenomena (globalization / Information and Communication Technology / natural disaster / urbanization). The megacities represent (10 million inhabitants and more) which is one of the urbanization phenomena. Such cities confront certain challenges such as the environmental problems and inadequate infrastructure (sanitation and water supply, etc.), housing problems, random growth, unemployment, and rapid urban growth which exceeds the capacities of the local authorities. These cities are considered the main powers which driving the economic growth for its countries, and which dominating the people flow, goods, knowledge, and money all over the world. However, there is a lack of clarity or understanding for its characteristics and its growing stages, and the control policies of it. Therefore, a test of innovative urban policies is needed which will enable us to do so. The researcher used to reach those policies the Inductive Approach, and Descriptive Analytical Approach. The characteristics and stages of the growing those cities, and the vulnerable of certain international experiences for the cities (Shenzhen / Karachi / Tokyo) have been studied, which made it possible to draw out some of the control policies in respect of the urban growth such as (renewal urban / transfer the city center / condensation / versatility / control the density /… etc), as well as the identification of the guidelines which helped in its formation such as (The Sustainable Growth / Creating an Inclusive City / Safeguarding the Quality of Life).
