Abstract
تعتبر المناطق ذات القيمة التاريخية شکل من أشکال النسيج العمرانى شديد التعقيد، تتداخل عناصره وتتشابک، وإدراک المشهد البصري للمناطق ذات القيمة التاريخية يکون من خلال صور بصرية تخضع فى تکويناتها لقيم نابعة من جماليات العمران جنباً إلى جنب مع القيم الوظيفية، والاجتماعية داخل تلک المناطق، وأيضاً الثقافية التى يرتکز عليها جميعاً الفکر التخطيطى والتصميم العمراني. وعندما تغيب هذه القيم أو إحداها، فإن المشهد البصري لتلک المناطق يصاب بالتشويش والاهتزاز. والاهتمام بملامح المناطق ذات القيمة التاريخية وشکلها وطابعها وجمالها ليس ترفاً کمالياً فى الحياة العمرانية، وإنما حالة فطرية حضارية تلازم مستويات التطور الحضارى للمجتمعات.
بالإضافة إلى أن المناطق ذات القيمة التاريخية تعاني حالياً من شدة التلوث البصري والسمعى والبيئى، ومن التدهور الذى لحق ببيئتها العمرانية، مما أدى إلى حدوث تشوهات وتعديات على المبانى ومسارات الحرکة والأرصفة، حتى طالت التشوهات کثيراً من المبانى ذات القيمة المعمارية المتميزة.
ومن هنا کان لابد من دراسة وتقييم مدى فاعلية تشريعات التنسيق الحضاري في الحد من التعدي على المناطق ذات القيمة (وخاصة منطقة القاهرة الخديوية)، وذلک من خلال قياس أزدواجية رد الفعل المجتمعي (المصمم العمراني ومستخدمي منطقة القاهرة الخديوية) إتجاه تلک التشريعات.
Areas with historic significance are considered one of the forms of a highly complex urban fabric
Visual perception of historically significant areas is through optical images that depend rely on values originating from urban aesthetics parallel to the functional and social values in these areas in addition to the cultural values upon which urban planning and design are based .
When any of these values are absent the visual image of this area is confused.
Attention to the shape, pattern and beauty of areas with historic significance is not a luxury in urban life but a spontaneous state that accompanies cultural evolution of societies.
In addition, these areas are currently suffering from severity of visual, auditory and ecological pollution and the deterioration of their urban environment which lead to disfigurement many of the buildings with historic value, streets and curbs.
Thus came the idea of evaluation of the efficiency of urban harmony legislations in limiting infringements on areas of historic value especially khedewic Cairo through measurement of the disparity of the community response between urban developers and users towards these legislations.
