Abstract
أخذ مفهوم التنمية مختلطة الاستخدام Mixed-Use Development مرکز الصدارة في التخطيط والتصميم العمراني ومجالات التنمية العقارية في العقود القليلة الماضية، رداً على الآثار المترتبة على الفکر الحداثي، الذي تبنى مبدأ الفصل المکاني بين الاستخدامات والکثافة المنخفضة والامتداد العمراني Urban Sprawl في حقبة ما بعد الحرب العالمية الأولى والثانية، وبالتالي يؤيد العديد من مخططو المدن على نطاق واسع فکرة التنمية مختلطة الاستخدامات من أجل خلق بيئة عمرانية أکثر حيوية واستدامة، إلا أن قبول هذه الفکرة ليس قبولاً مطلقاً، فهناک العديد من الناس يقاومون فکرة الاستخدام المختلط، وبالإضافة إلى ذلک، فهي تواجه العديد من التحديات سواءً على مستوى التخطيط والتصميم أو على مستويات أخرى مثل التمويل والتشغيل والتسويق، وهو ما يضع علامات استفهام حول هذا المفهوم، الذي يبدو لأول نظرة على أنه مصطلح بسيط ولکنه في الحقيقة هو مصطلح معقد وينطوي على الکثير من الغموض، فضلاً عن کونه غير واضح الحدود ويطرح العديد من التساؤلات حول ماهية التنمية مختلطة الاستخدامات؟ وما هو مقياسها؟ وما هي أسسها النظرية؟ وماهي الاعتبارات الواجب مراعاتها؟ وما هي التحديات التي تواجهها؟، وبالتالي تهدف هذه الورقة البحثية إلى استکشاف وتدقيق المفهوم ونشأته وحدوده وأسسه النظرية والاعتبارات الواجب مراعاتها لتطبيق هذا النهج، وإجراء تقييم جزئي لبعض حالات الدراسة في إطار الفصل والخلط بين الاستعمالات، بهدف الإجابة عن هذه التساؤلات لتحديد الإطار النظري للتنمية مختلطة الاستخدامات وکشف الغموض عنها The concept of mixed-use development has taken the lead in planning, urban design, and real estate development in the last few decades, in response to the implications of modernist thought that has adopted the principle of spatial separation between uses, low densities, and urban sprawl in the post-World War II era. The idea of mixed-use development is widely used to create a more vibrant and sustainable urban environment. Accepting this idea is not acceptable at all. Many people resist the idea of mixed-use, and besides; it faces many challenges both at the level of planning and design or at other levels such as finance, operation, and marketing . This raises question marks about this concept, which for the first time appears to be a simple term but is - in fact - a complex and ambiguous term, it raises many questions about what is mixed-use development? What is its scale? What are their theoretical foundations? What considerations should be taken into account? The purpose of this paper is to explore and examine the concept, its origin, its limits, its theoretical foundations, and the considerations that must be taken into account in applying this approach, and to make a partial evaluation of some case studies in Egypt in the framework of separation and mixing of uses .
