Abstract
يعد إستصلاح وتنمية الاراضي الصحراوية أحد المداخل الاساسية المقترحة لحل مشاکل التکدس السکاني والعمراني في وادي ودلتا نهر النيل وأيضاً کأحد الحلول المطروحة في برنامج سد الفجوة الغذائية. ومن ناحية أخري، فإن تناقص حصة مصر في مياه نهر النيل لتصبح واحدة من الدول التي تواجه خطر ندرة المياه في المستقبل الأمر الذي يتطلب البحث عن بديل لمياه نهر النيل في الزراعة، وتمثل الصحراء الغربية مورد طبيعي للمياه الجوفية التي يمکن أن تساهم في مواجهة هذا التحدي، ولکن الأمر يتطلب حساسية التدخل حتي يمکن تحقيق أقصي إستفادة من مورد المياه. ومن هنا تتناول هذه الورقة البحثية قضية الوصول إلي نموذج عمراني مستدام للمجتمعات الريفية المتکاملة بالواحات المصرية قابل للتکرار مبني علي إعادة إستخدام المياه في أکثر من نشاط لتکوين منظومة إقتصادية متکاملة، وترجمه ذلک مکانياُ في صورة وحدة إنتاجية قابلة للتطبيق. ومن أجل الوصول إلي منتج واقعي وتفادياً لمشاکل التجارب السابقة في إستصلاح الاراضي فقد إعتمدت الدراسة علي بناء هذا النموذج من خلال مشارکة السکان المحليين وکذلک متخذي القرار، وربط مقترحات هذا النموذج بمشروع تنمية وإستصلاح المليون ونصف المليون فدان والذي يعد أحد المشروعات القومية في مصر والتي تم البدء فيها عام 2016 لتحقيق أهداف إستراتيجية تنمية مصر 2030 والتي من أهمها سد الفجوة الغذائية والخروج إلي الصحراء وتنميتها، ويعد هذا البحث جزء من مشروع بحثي ممول من مؤسسة مصر الخير تحت إشراف کلية التخطيط الإقليمي والعمراني بجامعة القاهرة.
The reclamation and development of desert lands is one of the main suggested approaches to solve the problems of population and urban congestion in the Nile valley and delta and also one of the proposed solutions in filling the food gap program. On the other hand, the decline of Egypt’s share of the Nile water to become one of the countries facing the danger of water scarcity in the future requires searching for an alternative to the Nile water to be used in agriculture, the western desert is a natural resource for groundwater that can contribute to facing this challenge, but it is requires sensitive Interference so as to achieve the maximum benefit from the water supply. Consequently,
this research addresses the issue of access to a sustainable urban model for integrated rural communities in Egyptian oasis that can be repeatable or based on re-using water in more than one activity to configure an integrated economic system between a numbers of economic activities, and transforming it spatially into an applicable productive unit. In order to reach a realistic product and to avoid the problems of previous experiences in land reclamation, this study relied on building this model through the participation of the local people and decision makers, and linking the development proposals with the reclamation project of one and a half million acres Which is one of the national projects in Egypt, that has been started to achieve the objectives of the development strategy of Egypt 0202, which is the most important of bridging the food gap and getting out into
the desert and developing it. This research is part of a funded research project by Misr Elkheir Foundation and is being carried out by Faculty of Regional and Urban Planning at Cairo University.
