Abstract
يعتبر مشروع إعداد المخططات الاستراتيجية العامة والتفصيلية لمدن وقرى مصر من المشروعات الرائدة والتي لها العديد من المميزات، أهمها الوقوف على الاحتياجات الفعلية لتلک المدن والقرى من الخدمات والمشروعات وخصوصا مشروعات البنية الأساسية ووضع آلية متوسطة وطويلة الأجل لتنفيذها بغاية تحقيق أهداف التنمية الشاملة المستدامة.
من ناحية أخرى يواجه إعداد تلک المخططات مجموعة من المعوقات والتحديات التنظيمية والفنية، کاعتماد منهجيات وأدوات تخطيطية لا تتماشى مع الظروف المحلية، وعدم فاعلية إشراک شرکاء التنمية وصعوبة إيجاد مصادر تمويلية للمشروعات وخصوصا مشروعات البنية الأساسية لضخامة التمويل المطلوب لها، إلى جانب ضعف الأطر القانونية المنطقية لتنفيذ تلک المخططات.
ومن هذا المنطلق فإن تعزيز مفهوم الإدارة المستدامة القائم على تحليل النتائج خلال مراحل إعداد المخططات، للحصول على أعلى درجة من الدقة مما يدعم تحقيق أهداف تلک المخططات التنموية سواء على المدى المتوسط أو الطويل.
ويقترح البحث إطاراً منهجيا يدعم إعداد المخططات العمرانية بمستوياتها المختلفة من خلال تفعيل مفهوم الاستدامة (العمرانية والبيئية والاقتصادية والاجتماعية)، مع الترکيز على المرحلة التنفيذية الخاصة بمشروعات البنية الأساسية ذات الأولوية وذلک لأن نجاح تنمية ودعم هذا القطاع يساعد على تحقيق عمران مستدام.
Preparing strategic, detailed and executive physical plans for cities and villages is considered one of the advantageous projects in Egypt leading to identifying the communities' needed real services projects, especially infrastructure ones, and developing its medium and long-term implementation mechanism.
Preparation of these plans faces a set of organizational and technical challenges such as adoption of methodologies and planning tools that relates to its identity, values, and local conditions, as well as its available physical or human resources, the lack of involvement of development partner’s results in limited funding resources for projects, especially infrastructure. This necessitates developing methodological and legal frameworks that provide the mechanism necessary to implement such plans.
This study proposes such methodological framework that enables preparation of urban plans at various levels through activating the concept of sustainability (urban, environmental, economic and social), with emphasis on realizing sustainable urbanization, especially for the infrastructure projects.
