قياس الارتباط بين الهجرة الداخلية والتباين في مستويات العوامل التنموية للمحافظات المصريه بالفترة 2006- 2016 Measuring Correlation Between Domestic Migration and Variation in Levels of Development Factors of Egyptian Provinces in Period 06 –16

يدرس البحث تصنيف المحافظات المصريّة طبقاً لأسباب ودوافع الهجرة الداخليّة؛ کما يدرس الارتباط بين الهجرة الداخلية ومؤشرات التنمية العمرانية، بهدف التأکيد على ضرورة إعادة توزيع السکان على المکان للحدّ من الفوارق الإقليمية. فثمّة ضرورة قصوى لتحقيق التوازن بين تنمية المحافظات وتوزيع السکان؛ لإحداث توازن سکاني مکاني عن طريق تحقيق عوامل تنمية مستقبلية جاذبة لحرکة السکّان. حيث يدرس البحث الهجرة الداخلية بالمحافظات وتأثيرها على التوزيع السکاني وتأثير دفع عوامل التنمية الاقتصادية والعمرانية بالمحافظات عليه. وتمّت بالبحث مراجعة الدراسات السابقة لمعرفة أسباب الهجرة الداخلية، ومنها تبين أن تطلع السکان إلى تلبية الاحتياجات الأساسية (السکن – العمل – الصحة – التعليم) هي المحرک الرئيسي للهجرة الداخلية. ويتتبع البحث العلاقة بين حرکة هجرة السکان والعوامل التنموية بالمحافظات المصرية، طبقا للتعدادات المعتمدة في الفترة (2006–2016). وخلص البحث إلى أنّ تطور العوامل العمرانية والخدمية هي سبب خفض مؤشرات الهجرة الداخلية في إحصاء عام 2016 وليست العوامل الاقتصادية. وتبين ارتباط حرکة وثبات السکان بالتباين بين المحافظات المختلفة في العوامل التنموية؛ وأن الخلل الحالي في توزيع السکان غير راجع لمؤشرات الهجرة الداخلية للفترة (2006-2016)؛ وإنما راجع للهجرة الداخلية غير المخططة في إحصاء عام 1976، والتي بعدها بدأت إحصاءات الهجرة الداخلية في الانخفاض، بسبب ارتياح المهاجرين في محل الإقامة الجديد. حيث بينت المؤشرات الخاصة بمدة الإقامة أن الهجرة الداخلية بمصر هجره دائمة غير مؤقتة. ومع تطور النمو السکاني زاد الخلل في توزيع السکان. وهو ما يتطلب دراسة خطط مستقبليّة تحقق التوازن في توزيع السکان، من خلال دعم العوامل التنموية المستقبلية بالمحافظات.
The research examines classification of the Egyptian governorates according to the reasons and motives for domestic migration. It examines the correlation between domestic migration and physical development indicators, emphasizing the need of population redistribution, to reduce regional disparities. Balance between provincial development and population distribution is axiom; to achieve spatial population balance, by achieving future development factors attracting population movement. It examines domestic migration, economic and urban development factors, and their impacts on population distribution. Literature review revealed causes of domestic migration, including the fact that pull factors such as housing, work, health, and education are the main domestic migration driving force. The research analyzes the relationship between population migration and development factors in the Egyptian governorates, according to censuses adopted in 2006 – 2016. It concluded that development of urban and utility factors was the cause of reduction of domestic migration indicators in census 2016 rather than the economic factors. It’s declared both movement and stability of population are correlated with differences in governorates’ development factors. Current population distribution imbalance isn’t due to domestic migration indicators for the period 2006 – 2016; yet, it’s due to unplanned domestic migration appeared in census 1976, after which domestic migration began to decline, owing to the satisfaction of migrants in new residence places. Indicators of migrants’ residency duration show that domestic migration in Egypt is permanent. As population growth evolves, the imbalance in population distribution increases. It’s necessary to study futuristic plans to achieve population distribution balance; through promotion of futuristic governorates’ development factors.
