Abstract

يدرس البحث محاور التنمية العمرانية ومنها الطرق الدائرية (الطريق الدائري – الطريق الدائري الإقليمي) حول القاهرة الکبرى ودورها في دعم التنمية، وذلک من خلال دراسة 11 وصلة بين الطريقين ماره بست محافظات وداخل أربعة أقاليم، لمعرفة دور الطرق الدائرية في التغلب على النمو العشوائي للتجمعات الحضرية والريفية حول القاهرة الکبرى.
وتمّت بالبحث مراجعة الدراسات السابقة لمعرفة أساليب قياس التنمية الناتجة عن وجود الطرق الدائرية وشروط تأثيرها في تحسين الاتصال والتنمية بين المرکز والأطراف.
ويتتبع البحث النمو العمراني على هذه الطرق الدائرية باستخدام منهجية دراسة الحالات قبل وبعد إنشاء الطريق في الفترة (2006~2020)؛ ومنهجية دراسة الحالات المتنوعة للوقوف على العوامل القوية المؤثرة على التنمية واستبعاد العوامل الضعيفة.
وخلص البحث إلى أنّ الطرق الدائرية هي الموجّه الرئيسي للنمو العمراني، لتأثيرها في زيادة مساحات التنمية، وخفض معدلات الهجرة بين الوصلات، کما انها أحد العوامل المساعدة في تحسين الاتصال والتنمية بين المرکز والأطراف، فمن خلال المراجعة نجد أن نقص الهجرة ببعض الوصلات دل على أن مناطق التنمية الجديدة لم تحقق الجذب السکاني المستهدف منها، بالرغم من تنوع الموارد المتاحة، ولذلک يجب ادارة التنمية ورفع مستوى البنية التحتية والخدمات وجذب الأنشطة والسکان والاستثمارات للمناطق الجديدة واستغلال العوامل القوية التي أثرت الطرق الدائرية في تنميتها للتکامل مع أنشطة اقتصادية مرتبطة بها لدعم التنمية.
 
The research examines the impacts of ring roads (ring road and regional ring road) around Greater Cairo on supporting development; by studying 11 links between the two ring roads; passing through six governorate within four regions; To know the role of ring roads in overcoming the indiscriminate growth of urban and rural agglomerations around Greater Cairo.
Previous studies were reviewed for methods of measuring development resulting from the existence of ring roads and the conditions for ring roads to influence better communications and development between the center and the suburbs.
This research tracks urban growth on these ring roads using before and after case-study methodology in the period (2006-2020), and the various case study methodology, to identify strong factors affecting development and to exclude weak factors
 The research concluded that ring roads are the main thrust of urban growth. for its effect on increasing areas of development, and reduction in inter-link migration and is one of the factors helping to improve communications and development between the center and the suburbs, The review found that the lack of migration with some links indicated that the new development zones had not achieved their target population attraction, despite the diversity of available resources, Therefore, development must be managed, and planning is made to upgrade infrastructure and services and attract activities, population, and investments towards the new areas, and exploit the powerful factors that have been affected by the ring roads in their development, to integrate with associated economic activities, to support development.
