يناقش البحث ظاهرة عزوف سکان المدن الجديدة عن استخدام الفراغات العمرانية بالمناطق السکنية . بالرغم من توافرها، إلا انها لم تُحدث الاثر المرغوب فيه أو المرجو منها. وبالتالي اصبحت هذه الفراغات الغير مستخدمة مهملة وغير امنة ومصدر للتلوث البصري. وتهدف الدراسة للتوصل الي معايير تساعد في اعادة صياغة هذه الفراغات العمرانية بحيث تعمل علي تلبية احتياجات السکان. حيث لم تتطرق الدراسات السابقة لهذه الجزئية. ويأتي ذلک عن طريق البحث والتحليل في هذه القضية وهل هذا العزوف بسبب عدم توافر الحقوق الخمسة للانسان بهذه الفراغات ؟ لهذا رکزت الدراسة النظرية علي تحديد الاحتياجات الفراغية للسکان في اطار الحقوق الخمسة. وذلک من خلال دراسة الحقوق الخمسة للانسان داخل الفراغات  (Five Rights Of People In Urban Spaces) ثم دراسة متطلبات الاحتياجات الفراغية الاساسية وکذلک الاحتياجات الفراغية العمرية للسکان. وصولا الي معايير الفراغات العمرانية في اطار الحقوق الخمسة ، والتي يتم تحويلها الي مسطرة قياس. ثم اعداد دراسة ميدانية خلال عام 2020 علي منطقة الاحياء بالتجمع الخامس – القاهرة الجديدة . حيث تظهر بها هذه القضية بوضوح . باعتبارها احد الاحياء الهامة والأقدم بها والمکتملة تنفيذياً بنسبة 100% و نسبة الاشغال بها وصلت الي أکثر من 70%، و ترکز الدراسة علي منطقة الفيلات والتي تحول معظمها إلي وحدات سکنية بداخل کل فيلا مما ادي الي تزايد عدد الوحدات السکنية بالمنطقة، وتتم هذه الدراسة من خلال اختيار عينة من هذه الفراغات بعد تصنيفها، بحيث تمثل في مجملها جميع انواع الفراغات الموجودة بالمنطقة. ثم قياسها من خلال مسطرة القياس التي تم التوصل اليها في الدراسة النظرية. وذلک للوقوف عي مشاکل هذه الفراغات التي تسببت في عزوف السکان عن استخدامها. وصولا الي معايير واضحة لاعادة صياغة هذه الفراغات بحيث تحقق الحقوق الخمسة، والتي بدورها تعمل علي تلبية احتياجات السکان داخل هذه الفراغات. ومن ثم تصبح هذه الفراغات مؤهلة لاستقبال السکان وتقوم بدورها الفعال داخل هذه الاحياء .
The paper discusses that new cities' residents do not make use of available planned urban spaces. As a result, these unused spaces. This paper concerns to display standards to reformulate these urban spaces to meet the real residents' needs, where previous papers did not address this part. The reasons behind the residents' attitudes can be found through search and analysis of this issue and if the Five Rights of People in Urban Spaces are available or not. Therefore, the study concerns not only to display the reasons for the real residents' needs but also the residents' urban spaces needs and the urban spaces standards according to the Five Rights. All the previous will be presented within an obvious scale that helps preparing a case study of the fifth settlement neighborhood – New Cairo in 2020 where this issue of neglected urban spaces is obvious and serious. The paper has this concern with the fifth settlements' neighborhoods as one of the oldest important areas and the most accomplished 100% with about 70% of residents. The paper has a special concern with villas area where in turn each is divided into separate apartments and that causes an increase in the residents' numbers. A sample is chosen from these spaces and measured by the previously prepared scale in the theoretical part to help to find reasons of not using these targeted spaces and reformulating the standards to represent these spaces according to the Five Rights. As a result, the residents' needs can be met and these spaces can be ready to be qualified enough for the residents in these neighborhoods.
